Tulkun and Na’vi culture share many similarities. One such similarity is the use of consensus governance in deciding the future of the collective group. The Tulkun Council of Elders is a formal body of older tulkun, who carry the history and wisdom of their culture for their pods. When a decision is required that affects the pod, these councils convene to come to an amiable solution.

Tulkun councils may consist of the elders of a singular pod, like the one that inhabits the ocean near the Metkayina, or those from several pods. These solemn gatherings are deeply respected by both Na’vi and tulkun culture, and any outside participation by the Na’vi must be both permitted by the council and accompanied by the individual’s olo’eyktan or olo’eykte.

In rare circumstances, the Council of Elders may also convene to discuss infractions and, in the most severe cases, render judgment. The trial of Payakan is one such example of the Council of Elders exercising its authority to exile a member of the pod for violating their sacred, pacifistic principles.
